The Honorable William M. Stidham is serving his 10th term as Treasurer of Madison County. Prior to his election in office, Shag was Chief Deputy Sheriff for eleven years.
As County Treasurer, Shag is entrusted with all the county’s finances and is responsible for the daily balancing of the monies in the county’s 200+ funds. He is also the Investment Officer for the County, managing an average portfolio of $20 million dollars.
Mr. Stidham serves on numerous boards as required by the law: Investment Advisory Board, Board of Revision and the Budget Commission.
During his years as County Treasurer, Mr. Stidham has seen the County rapidly grow. This growth has caused a tremendous increase in the work load. Mr. Stidham has overseen the up-to-date computerization of the Treasurer’s office to keep up with added work and demands of the office while maintaining the same number employees as when he took office.
· Annual general fund budget of $196,000
· 3 Full Time Employees
· Collect nearly $37 million in real estate taxes and $1.25 million in personal property tax (on the average, 70% of these revenues goes to the local schools)
· Chief Investment Officer for the County’s $20 million portfolio. Three goals are enforced through our Investment Policy: Safety, Liquidity and yield.
· Cash Manager, maintain and balancing tax payment records on more than 22,000 parcels and all monies collected by other departments.
· Balances all funds (200+) daily with the County Auditor.
· Redeems warrants issued by the County Auditor.
